Energy-efficiency registration via SLS — who's in scope, and when it blocks your PCoC
What EER registration is
Saudi Arabia runs one of the region's strictest energy-efficiency programs, administered by SASO together with the Saudi Energy Efficiency Center (SEEC). For in-scope, energy-consuming products, the program requires registration and an efficiency label before conformity certification: the energy-efficiency registration is a prerequisite the Certification Body checks when issuing your SABER Product Certificate of Conformity. The official channel for these registrations is the SLS portal (sls.gov.sa).
Who is in scope
The program covers energy-consuming categories, with the guide's electronics scope touching it mainly through lighting and household appliances. The in-scope set, as applied through SLS and confirmed across certification sources, includes:
- Lighting products (the category most electronics importers meet first),
- air-conditioners, refrigerators and freezers, washing machines, clothes dryers, dishwashers, water heaters,
- and electric motors.
Efficiency thresholds are set per category by Saudi standards (for example the lighting program's SASO 2870-family standards, or SASO IEC 60034-30 for motors). Scope and thresholds are category-specific and periodically revised — classify from your HS code, then confirm the product's status on SLS before testing. A typical IT device (laptop, router, phone) is not in the labelled-appliance program; a lamp, an AC or a refrigerator very much is.
The SLS portal and the label
Registration runs through SLS against test reports from approved laboratories, model by model (family registrations exist for closely related models under program rules). The output is the registration and the Saudi energy-efficiency label the product must carry. Historic program updates show the machinery in motion — test-report validity windows, family-registration rules, and transitions between standard versions — which is exactly why the registration is treated as a living prerequisite rather than a one-time stamp.
Where it sits in the SABER sequence
For an in-scope product the order is: classification → EER registration via SLS (alongside your other prerequisites — IECEE recognition where applicable, CST if wireless, the RoHS file) → SABER registration → PCoC → per-shipment SCoC. Note the coupling with IECEE: SASO's recognition-certificate document list itself asks for the energy-efficiency certificate where applicable — meaning a missing EER registration can stall you one step earlier than expected. The stale-standard trap
Efficiency standards transition on their own schedule, and when a standard version is retired, certificates tied to the old version can be terminated — a shipment-stopping event that arrives by calendar, not by anything you did. The defence is boring and effective: record which standard edition each registration rests on, watch the program announcements for your category, and treat any standard transition as a renewal project with lead time. This is the energy-efficiency variant of the dead-standard failure described in trap 3.
Fees and planning
Registration fees vary by product and by the number of models registered — budget for them via SLS rather than assuming a flat number, and remember they sit on top of laboratory testing and the SABER platform fees (500 SAR + VAT for the PCoC, 350 SAR + VAT per shipment certificate). On timing, the EER track is usually shorter than CST or fresh lab testing, but it belongs in the same parallel start: everything that must exist before the PCoC starts the day classification ends.
Common failures
- Assuming "electronics" means exempt. The program is about energy consumption, not product glamour — lighting and appliances are squarely in.
- Testing before checking thresholds. A lamp tested against the wrong efficiency class is money burned twice.
- Model proliferation without family planning. Registering variants one by one when family rules could cover them.
- Ignoring standard transitions. The certificate that quietly dies with a retired standard edition.
Frequently asked questions
Does a laptop or phone need EER registration?
Typical IT devices are not in the labelled-appliance program. Lighting, air-conditioners, refrigerators, washers, dryers, dishwashers, water heaters and motors are the core scope — confirm your HS code on SLS.
Is the EER label the same as the PCoC?
No. The registration and label are a prerequisite; the PCoC is the SABER certificate issued afterwards, and each shipment still needs its own SCoC.
What are the fees?
They vary by product and model count — budget for them via SLS. No single flat figure is honest.
What happens when the efficiency standard changes?
Certificates tied to the old version can be terminated at the transition. Track your category's announcements and treat transitions as renewal projects with lead time.
